Occupy a portion of the road temporarily (scaffolding, staging or hoarding)

There are a number of conditions that will need to be met before the application will be agreed, mainly in relation to traffic management complying with Chapter 8 of the Traffic Signs Manual including the protection of the scaffolding from traffic impact.

Timescales

Applications should be submitted:

  • at least 10 working days before the start date for non-traffic sensitive routes
  • at least 20 working days before the start date for traffic sensitive routes.
Fees


Charges fall into separate categories - traffic sensitive and non traffic sensitive. Permits cost are also based on the length of time that you require the scaffolding, staging or hoarding.

  • £159.20 per month non-traffic sensitive
  • £318.15 per month traffic sensitive

Notes For Guidance To Applicants

Any person occupying any part of any road for building operations or otherwise without the permission of the Roads Authority commits an offence.

‘Road’ means any route (other than a waterway) over which there is a public right of passage (by whatever means) and includes the road verge or footway and any bridge (permanent or temporary) over which, or tunnel through which, the road passes, and any reference to a road includes a part thereof.

Applicants must provide details of current Public Liability Insurance with minimum indemnity cover of £5 million.

Particular attention should be given to locations where narrow footways result in scaffolding being sited within the road. The structural integrity is a matter for the scaffolding company and you must ensure this at all stages of the erection, use and dismantling, including the risk of collision by traffic.

Applications must be accompanied by a drawing detailing traffic management measures to be taken during the permit period. Measures to allow pedestrians including those with special needs, particularly with regard to mobility, to pass safely must also be detailed.

Should measures such as temporary traffic signals or road closures be considered necessary they will require to be coordinated with other planned works or with works in progress. A minimum notice period of 4 weeks may be required prior to the issue of the Permission.

Permission granted under Section 58 of the Roads (Scotland) Act 1984 does not allow the applicant to place a builder’s skip on any road. Separate application must be submitted for skips.

A charge will be paid by the applicant or owner for inspections associated with the placing of Scaffolding/Hoarding/Storage Containers/Cabins/Cranes/Hoists/Access Towers etc on the road.

Applications should be submitted at least 14 days prior to the desired commencement date and Payment must be made prior to the issue of the Permission.
